Can a 3 insignia mount not get a 2 insignia bonus?

So according to the insignia bonus list in my stables menu my Stormraider Clydesdale can only get "Warlord's Inspiration" and Gladiator's Guile (they're the only ones listed). However there are multiple insignia bonuses that only require 2 insignias. Why aren't any of these listed? Can a mount with 3 insignia slots not get a bonus that require 2 insignias? Is this simply a bugged menu? Some clarification would be greatly appreciated.

No, a 3-slot mount cannot get any 2-insignia bonuses.

3 slot mount grant higher version of 2 slot mounts with similar insignia combos.. the 2 slots easier to fill but lower stats the 3 slots are rightfully more difficult to achieve but grant higher stats

Mostly of insinia bonuses ae bugged or not working at all, Magistrate's ... does 242 dmage far from the 10% that tooltip says

Wow, that is actually really disappointing. Sure makes my purple mount feel useless.
