Weird bug with class mechanic

At level 10 my taunt was not automatically slotted, so I had to drag it in to the power tray. Then I noticed I did not have Shield Slam or Aggravating Assault slotted so they don't work, and I can't drag them into the underlying at will slots.

Re-log didn't work. Leveled to 11 and still the same.

Is this a known issue? Will it correct itself over time?

A respec will fix it, had same issue, trying to get reimbursed for the token now.
