A while back I respeced my cleric to be a Righteous/Haste cleric. However I have noticed that this build does not provide the haste that other full virtuous builds do. Even when I have all HoT encounters slotted.
Does the strength of heals improve haste? Looking at the tool tip for gift of haste, it doesn't seem to be the case. So what is the big difference? Is it the virtuous capstone that provides another HoT?

i guess Virtous feat 'cleanising fire' and capstone 'shield of the divine' proc haste. (never did that build so i m not sure)
one proc every 10 sec and the other every 15 sec
consider rightous can have 40% less cooldown the diffrence shouldn't be that big, if you focus only only AP.
but if you don't focus only on AP (if u using astral shield, break the spirit etc.) the difference can be big
Since the gift of haste is only provided from a heal over time cast not in divinity as I have observed from skills with range and the only possible exception being divine sunburst and the virtuous capstone, the capstone seems to provide it effectively for tanks or people in aoe damage. I know that the other heals over time cast in regular mode provide gift of haste by watching the buff pop up on allies. When I have Cleansing fire HoT buffing people I don't notice that gift of haste pops up from that either- for example. The only skills that I've noticed reliably provide gift of haste are regular casts of HoTs- Bastion/Healing word/Divine glow if you're trying to buff a specific target. If someone is close enough for me to sunburst heal as a virtuous DC the capstone actually gives them healing/buffing already when they take damage.
Sunburst provides plenty of personal AP gain- if that's what you're going for.
I haven't extensively tested other paths since I've been quite happy with virtuous. It's possible I suppose that gift of haste is provided other ways by different paragons but these have been my observation.

i dont think cleanising fire have a cool down, and it reproc alot. (50%)
you will not be able to reach this amount of AP with rightoeus + hastering light.

AP Haste activates on correct healing power.
Astral Seal is not correct healing power to activate AP Haste.
Healing proc effect on damage which the capstone description mention is correct healing power. Which means Virtuous cleric can provide AP just by own presence.
Can you confirm?

But I still have a problem with GoH.
Gift of Haste
"Your Heal Over Time powers also grant the target 1/2/3/4/5% of their AP when they are applied".
Shiled of the Divine
"When you, or an ally within 30' of you takes damage, they receive a Heal Over Time effect from you, healing for 500% of your Weapon Damage over 10 seconds. An ally cannot trigger this effect while already affected by Shield of the Divine. Additionally, Healing Word, Bastion of Health, and Divine Glow no longer directly heal allies and instead apply a Heal Over Time effect to affected allies for double that amount over 12 seconds".
Cleaning Fire
"our damaging encounter powers have a 10/20/30/40/50% chance to apply a Heal Over Time effect to all allies within 30' of the target. This effect heals for 350% of your Weapon Damage over 15 seconds. This effect does not stack.
There are two parameters:
- time (shield of the divine, cleansing fire) -> that's why Astral seal seems to proc GoH,
- Apply: the meaning is still a bit unclear to me, because the objects of the application are different:
- In GoH the powers are applied
- in shield of the divine and cleasing fire, the HoT effect is applied.
I don't know if and how such tiny difference is implemented in GoH or not.

This is a really tricky thing to test and get definitive numbers on for several reasons.
1. You need a 3rd party to verify they are getting action points and how much.
2. 3rd party also needs to verify when they are getting them or the source. Complicated much?
3. If I remember correctly Gift of Haste does not show up in combat logs.
Thats not even really going into the fact that tool tips in this game are notoriously wrong, confusing and often non specific. It seems in order to replicate the needed test environment you'd almost have to make a specifically designed foundry for such purposes to put your test victims(I mean volunteers) in to see when/how often gift of haste would trigger under controlled circumstances.
This is an additional round of observations from me.
1. 'New' Heals over time provide gift of haste- Meaning if you're ticking HoTs you don't get an extra GoH every time it ticks. Only once when the healing encounter is first applied. This works on skills like Regular casts of Bastion of Health, Divine Glow and Healing word. It appears as though Divine Sunburst applies a new heal over time with each divinity cast as it seems that it can stack up to 3 times
2. Divinity casts of these healing spells mentioned in the tool tip for the capstone (Healing word/Divine Glow/Bastion of health) Do not provide a heal over time and are not changed to do so by the cap stone, although it seems to be that is what is implied as the tooltip from the virtuous capstone is kinda misleading/confusing.
Shield of the Divine

I've observed the following - It appears the heal over time they receive from shield of the divine continuously applies 'new' heals each time it is activated when someone takes damage. in the case of the tank- that is usually during the entire duration of the buff if under KV/DP or affected by a DoT.
What I am not sure of and have not been able to completely verify is cleansing fire's heal over time. It seems that it is counted as a 'Feat' Heal instead of a 'power' heal. It's different than 'shield of divine' since that is a buff that proc's gift of haste and the cleansing fire buff does not appear to do so. It only appears to proc a heal over time. This would lead me to believe that 'Shield of the divine' is counted as an encounter power in terms of mechanics and Cleansing fire is not. It would seem that Cleansing fire's heal could be put in the same category to that of repurpose soul from the heroic feats. Not sure if Cleansing fire applies have faith but I would need to actually find time to sit down and test this - especially since have faith's tooltip mentions healing 'effects' where as Gift of Haste mentions 'Powers'.
From my personal observations it seems like Gift of Haste occurs from heal over time effects from encounter powers that come from 'you'. Cleansing fire's heal over time's source is damaging encounter powers, not 'You'- leading me to believe that it wouldn't necessarily trigger Gift of Haste.

i wholdn't go too hard on neverwinter descriptions
bottom line, the first effect of heal over time proc GoH (similar to the old burning guidance)
and cleaning fire proc with 50%., (divine mode encounters proc it as well...)
thats allow virtuous to give tons of AP.
don't get me wrong, GoH will proc nice for rightoeus DC with this feat.
but while rightoeus have to focus on HoT power, virtuous will get the same AP gain by using damage powers only
i switched to virtuous this week (trying a new PVP sneaking annoying style)
and the first thing i noticed is my companion never dies and my daily allways full
there is a reason its the most requested DC in PVE

ACT tracks GoH, but it's not easy to understand how it's measured because the values of GoH are reported as damages with no unit of measure.
Fortunately the snail helps because it's known that it gives 25% AP over 10 seconds. The power is "Quick Action":
Reading the values in the table, 25 means 25 out of 1000 points = 2,5%
I dismissed my campanion and I tested some HoT powers (having my +92,6% AP gain) playing against the dummies.
Starting from the bottom line, here the AP gain from GoH:
116,5 = 11,65% is DG
88,3 = 8,83% is BoH
3x116,5 = 3 x 11,65% = 3x Divinity SB
2x88,3 = 2 x 8,83% = 2 x Divinity DG
The following is GoH proced by Cleasing Fire casting BtS (DoT power).
The empty rows...I really don't know what they are.
I still have a problem: GoH should give 5% AP. Having +92.6 AP gain, I expected to have:
5 * 1,926 = 9,63% constant gain.
The results show an encounter-dependent behavior of GoH: sometimes it's higher than 9,63%, sometimes lower.
The following is GoH influenced by the bonding runestones (I've recovery transfered by the companion): DG - BoH - BtS
Considering the behavior of cleansing fire, I'm inclined to say that GoH is triggered by a HoT effect: this is not exactly the definition of GoH (the tooltip can be subject to misleading interpretation).
