Many map instances but LAG is normal, some suggestions

I'm going to base most of this on performance around Protectors Enclave, however the problem also exists on other maps as well.
When we first enter into a new map it seems we are put into the busiest map instance. Protectors Enclave seems to have a limit of 44-45 per instance. Perhaps putting us into the busiest map instance is to encourage socialization, not sure. I'll say for my computer and internet it is a lag-bottleneck and as soon as that 2 minute timer for swapping instance hits I'm off to do that, finding an instance with under 15 if possible.
Is it possible to check the quality of connection / responsiveness to place people into an instance of Protectors Enclave that's going to work for them? Maybe offer 2 or 3 options: 1) social magnet, 2) taking care of business, 3) humble commoner trying to get by.
I also find the known location for arrival after a map instance change in Protectors helps in my trip as well. Perhaps on other maps portals could be offered at select campfires so we don't have to traverse from the bottom of Icespire to the top because we had a friend ask us to do a quest that took us out of that advanced location on the map.
