My friends and I just started playing a month or so ago. We have reached level 65ish, and are starting to feel really under-powered. We have noticed several people using Feytouched/Negation enhancements, but don't know if getting them is really all that worth it.
I am wondering what items are actually worth getting at our current level (or really soon). Is getting level 60 artifact neck/waist a good deal, or should we wait for level 70? Should we get a level 70 neck/waist and start feeding it gear? Should we just save ZEN up for an account-wise Epic Mount (I am at 1800 ZEN because I save my AD as ZEN)? Should we buy a bunch of VIP with our ZEN and make AD slightly faster?

Many people claim it's not worth it after recent Tbar change. I will say it's still worth it as it gives a lot of convenient options to choose from. Having the "free" enchanted key each day + additional dungeon keys is a great way to slowly but surely have items going your way.
No need to go all the way to r12 or even half way to VIP rank 6. Maybe try to grab a 15% coupon from invocation and buy a month worth of VIP, after it's done you will see for yourself is it worth or no. For me? it's still wroth it I'm so used to summon my beloved travel sign :*

I wouldn't get level 60 arti-gear items, you will loose 20% of the RP you will put in there when you will feed it to the proper gear, more so when you already have then lostmauth parts. Feeding directly to the level 70 gear is much cheaper in the long run. Also you probably will want to save all the RP for double RP events (everything that somewhat stacks)
At 70 as you mentioned, I think getting 1 month of vip is still worth it, the dungeon key is stacking and per char, it will allow you to run the 2 dungeons per char to make more AD. And the mount, riding the 50% all over trying to get the boons or doing KR will be frustrating, so the zen purple mount is a great QoL improvement.
If you have zen just sitting there, invest it, for example usually at double RP zen becomes cheaper because people buy AD for the marks. So you can sell the zen now and convert it to AD and the other way at the double RP, this can earn you ~200 zen (using the 1800 you have) without effort.
For general item progression except the obvious running t1/t2/demo for AD/Salvage and the gear, I would invest a bit into companions, those will usually give you much better value vs enchants at the same cost. You need to check which companions come cheaper as epic vs upgrading them, so for some it's not worth to buy the blue/green types, but for those that it is you can buy them already, most are very cheap and will benefit you. Like Blink dog / Butthound at green, earth arcon at purple, air arcon at blue.
feytouched/negation are great at high rank, for a start I would get lesser Soul Forged to make your life easier, it works great at lesser and you wont need to upgrade it. For the TR vorpal will be a better fit. In general there are enchants that drop as normal from lock boxes which makes them much cheaper, like plague, I would start with that for now, or wait. The current trend shows that old enchants are introduced as normals in the recent lockboxes, and there should be a new lockbox in 2 weeks, so if negation for example will be added there the price will drop significantly.
Also at 70 will recommend you to join a guild or one of the custom channels (or both). Using the regular queue to do dungeons is an exercise in futility and a waste of time.
Also if you didn't you may want to do some leadership, it's not the AD maker it used to be, but it will help you to get the needed RP in the long run.
Technically not everyone seems underpowered. I kinda generalized that.
HR is always saying "I can't do any damage to these guys, what is going on!" and then ends up having 2-4 MILLION more damage than 2nd place on damage charts.
TR is for some reason has less DPS than the DC +80% of the time, which he is not too happy about.
DC thinks that he has been completely eclipsed by the OP's healing, so he switched to buff/debuff/dps, but then doesn't seem to think it is working either.
OP is feeling useless, since he "cannot do damage", "nobody is ever hurt, so why use healing?", and "cannot take aggro for some reason".
And ALL the time, the OP and DC get left behind because everything dies in 1 hit, and the TR/HR seem to be able to move at 200 mph while attacking.
Do all the mounts now have an "in combat" power too?
No, only few have right now. The next mod (in two weeks) will have the mount rework, adding powers, stats, and insignia to all the mounts.

No idea about the 5g mounts, but all of it is available on the preview / test server (though things may change before release, you can get a good idea what will be there)
From the looks of it given the information from the links, in order for me to get 2000 arm pen is to get the white tiger.. BUT if I want to use the insignias to get 3% hp when I deflect I would need to get a heavy howler as well.. does that sound right?

If your seeing this. It is most likely end gamers who are playing alts. Not new players so don't compare yourself to them or feel you are behind because of them. There are some end gamers who find taking high level artifacts into low level PVP for a decided advantage as fun. You can form your own impression of this tactic but by no means let it impact your view of your own performance or ability.
