Difference between them: (445/407)*100 = 109%, so vorpal is 9% better but Fey also debuffs targets damage by 18% damage, so both are very nice, but vorpal will always be better.
Ofc this is teory, i doubt that anyone in the game as managed to reach this value of critic severity (exept HR's with squirmisher's gambit feats ^^).

Edit: I'm unclear if or how much Feytouched debuffs in PVE, but on test runs I've seen damage declines of at least 10%'

The increase of vorpal at a 100% critic rate, with a 100 hit:
Regular hit: Base.
Critic: Base * 172,5% -> 100 * 3,13 = 345.
With P.vorpal: Base * (172,5% + 50%) -> 100*4,13 = 445.
The increase of T.Fey at a 100% critic rate, with a 100 hit:
Regular hit: Base + (Base*0.18);
Critic: [Base + (Base*0.18)]* 3,45 = 407.
