lag but only in 2 zones

been playing game for years but lately find game unplayable in Ice Wind Dale. lots of lag and rubberbanding but other zones are fine dread ring has lag but is playable but then I go to shandalar ,PE and almost any other zone its fine no troubles. can you help me to understand this been waiting for many patches none have helped.

    It is like that for EVERYONE.. so atleast it is consistent but i fear it have been there for a rather long time
