Scoundrel Training

This heroic feat does not get used by many, but I'm wondering if it procs with each tick from careful attack. The extra 9% would be nice if it does. If I spec in to it I would probably drop weapon training and try and make up the critical chance with my enchantments and companion.

Has anyone tested it?
