Exposed Weakness in PVE

Haven't able to find a definitive answer. For PVE if you are already at 60% RI does this feat work similarly to wicked reminder and further increase damage even though you are at the 60% cap or is it just for pvp where your target would have more than 60% DR (and therefore is really just more ARP).

    It's not a damage bonus, just a RI% bonus : i have the 5/5 feat, 46.4% RI out of stealth, 71.4% once stealthed.
