Technically, to answer your question, the best bet to increase damage IS charisma !
Wisdom will increase your crit chance. It's good, but i dont see a crit based pally working ...
Charisma will raise your combat advantage bonus, it means a straight 1% damage increase. You can get it even while soloing, if you position yourself and your target in order to flank with your companion.
Plus it raises your AP, so Charisma all the way !
CON raises your DPS also, because it's raising your HP and thus will boost your damage in the end.

CHA, Lostmauth set, high HP, Power and Crit, and particular artifacts (Wheel of Elements) and companions (Zhent Warlock, etc.) will all help boost dps.

That said, even with all of that, you won't be doing anywhere near what a true dps does.

While I've finally succumbed to the idea that I'm a support class - there's video's of me paingivering in the Prism + Burning Guidance times - I still feel applying as much damage as possible while still adequatly - hah! - performing your task of tank or healer is optimal.

I've been using Lostmauth and a high crit build for a while - Lostmauth procs on every crit of Burning Light - and it had served me well. I pushed Con for max HP, which is both more damage through Aura of Courage and more Damage Reduction, and Charisma with the crit feat, which means CA bonus, Crit and AP Gain. Sadly, though, high crit meant I was sacrificing more personal DPS through Lostmauth and Vorpal for increased party damage through higher HP and Power through Aura Gifts.

Recently, with the advent of the Owlbear Cub - which, once again, procs on every non-crit of Burning Light - I've taken a different direction. I have, as much as possible, dropped all of my crit - even substituting Loyal Avenger for Loyal Master on my Companion - to gain as much Power, HP and Recovery as possible. I've kept the Charisma, as without the feat it *doesn't* boost Charisma but retains the AP gain we all know and love. While I'm Oath of Devotion - meaning I don't get bonus power when hit - Burning Light and the Owlbear pet do respectable damage, while I still boost Power through Aura Gifts and party DPS with as high HP as I can get through Aura of Courage.

I have even removed the Lostmauth set and went with a mixture of Amulet of Tiamat's Demise as a necklace - Power, Recovery, Defense and AP Gain in Combat - and a Greater Belt of Constitution, which actually boosts HP and DR quite a bit. I was using Sigil of the Devoted, Lantern of Revelation, Sigil of the Controller and Lostmauth's Horn, but dropping Crit and moving to a HP/Power bias, I replaced the last three with Wheel of Elements, Sigil of the Oathbound and Heart of the White Dragon for maximum HP. I'm considering slotting the Sigil of the Great Weapon somewhere in there too, as I actually quite like the active and am a bit short on Armor Penetration.

In short, for the most options, I'd choose Charisma over Wisdom. It does nice things with and without the crit feat.

It seems I've been moving in the same direction as jaegernl. I used to run a high crit custom Devotion (60%+) build. Since the news of the lowering of SoF and DP, I have been going less Wis/Crit and more Cha/AP Gain. I am currently testing a high def healing build to see how it pans out. Cha is definitely the way to go, as there are other dailies (Heroism) that can be used in conjunction with some of the other amazing underutilized abilities we do have.

Remember for us Devo pallies, Wisdom also gives healing bonus, not just crit. Although whether you need to boost +healing or not...

CHA would be the ticket, I found WIS to be lackluster on Devotion since we really don't have issues with heals
