Vicious Enchantment - Calculating Item Level Correctly?

Pretty sure a Rank 12 shouldn't be Item Level 7, right? lol ;)

    The Vicious enchants appear to have an item level of 7 no matter what rank they are. Rank 4, rank 8, rank 12, whatever they all have an item level of 7. Not really a big deal for most people, unless you happen to want to use them and have an item level which is borderline for getting into a dungeon.
