Dungeon team composition

So we're more than halfway thru the final boss in EToS, and our tank disconnects causing a wipe. We wait 10 minutes (2xGWF, HR, DC). We finally votekick the tank and wait for someone new. We clearly need a tank. The game decides we need a HR and a SW, they leave and are kicked respectively after we explain we need a tank. 2 guild tanks queue and are on while we're waiting for replacement, and they sit in the queue for several minutes without being added to our group. In the end we have to give up. What's going on here ?
