Fey Blessing Enchantment item level incorrect at Rank 11 and 12

I just realized that the Fey Blessing Enchantment doesn't update the item level past level 10. I thought that perhaps this was as intended, except that the Dragon's Hoard enchantment does reflect the upgrade in it's item level.
