Hunter Ranger skill, Cruel recovery

1) So far as i know any hunter ranger with the skill (have asked 2 others and they h ave said the same)
2) Slot Cruel Recovery as one of your Class Features
3) Head to any zone with monsters
4) Fire at will
5) Should proc automatically

Observed Result:
No Temp Hit points (1% Per Crit),
No Permanent Hp gain from off Hand (.5% per crit)
Nothing at all

Expected Result:
Should gain Temp and heal HP rather quickly, rain of arrows, thorn ward, cordon of arrows and hunter teamwork stacked for dmg over time + the melee versions,makes for many hits per second with 75% crit chance.

If you look at your Combat Log you will see Cruel Recovery healing you for 0.5% HP per Crit. I don't know about the Perm HP, its so small you wouldn`t be able to see it in the HP bar

You also need to not be at 100% HP for a tick of 0.5% healing from a Crit.
