Hastening Light does NOT work properly (including offhand power)

Build: 70 3.5k DO / Faithful spec w/ 5 points in haste and rank 4 Hastening Light

Offhand Power (AP gain on cast):

1) slot hastening light
2) have friend in group and dump AP
3) cast daily, have friend report out (and record) AP gain

Result: no AP gain

Is this a known issue?

Hastening Light encounter reduction (@ rank 4 should be 1s +3s for total of 4 second reduction)

1) slot hastening light
2) have friend in group cast encounter, note timer amount (~11s)
3) have friend cast encounter again
4) cast daily, have friend report out (and record) change to timer (still ~11s)

Result: No change in encounter reduction; not >1s @ rank 4

    Yes HL doesn't work at all. I have put a lot of AD into my offhand just to see it does NOTHING... I'd like to know if its ever gonna be fixed?

    How about clerics get compensated with a free respec and Zen for game mechanics that cost us time, AD/Zen, and in many cases, money?

    How many players are using this thinking it actually does something? How many people have spent ridiculous amounts of AD to unlock an offhand power that doesn't work?

    Kind of pisses me off they have no problem raking in the cash but don't acknowledge or address these breakages / bugs. Would have been awesome to know this was an issue @ elemental launch (or just remove the ability), especially since after looking through the PC forums this has been reported for awhile.

    This is not cool...

    Per more testing, Rank 2, 3, and 4 are confirmed not to work on XB1. Seems the ability is completely broken. Can we plz get some clarity from a dev about this?

    STRUM? Moderators?? Anyone out there?

    Maybe you have to actually be active and in combat just like how the AP boost works on a GF

    Or maybe it's just lagging/not catching up...

    Ever play a hunter ranger spamming encounters? I can guarantee if your doing ur rotation right u will never see the timers/cooldowns on ur encounters actually match ur actual combat.

    To really test it try it out on the PVP dummies n get ur friend to use a stopwatch while they are actively spamming thier encounters as u do ur thing. Remember the graphics don't always catch up so ur friend would have to catch the times of the actual encounter activations.
    If you can't beat 'em, arrange to have them beaten.

    Yeah that's what I was thinking. Casting heals to trigger haste on someone who is out of combat gains significantly less haste. It's the same for the OP feat Divine Action, it gives 5% AP gain but only actually works in combat.

    Yes, tested in and out of combat. 4s would be noticeable. AP gain would be obvious on someone who has 0 AP..

    I also tested it in combat, it doesn't work.
    Free respec in this case is worth next to nothing, clerics keep getting nerfed while other classes keep getting more and more OP, they wont give us back the time , I have worked on my dc for about 1 yr :/

    Been playing since launch with a lot of time put in this game too; I still want my respec for my 4 points back though lol

    the at will power sacred flame is supposed to give temporary hit points for the party but it does not. It's broken since the game has been released.
    According to YouTube videos of PC neverwinter, the divine version of the astral shield encounter skill should last as long as the actual encounter skill and not only 2 seconds.
    There's so much broken for the cleric class it's a shame.

    Yeah, the HL offhand feature doesn't work. I tried that one out myself with a someone, tested several dailies and they never got any AP gain. So I just stick with the Light of Divinity offhand feature for HE and dungeons. In dungeons/skirmishes sometimes you need a little more divinity to top off and it works even better in HE with so many people.

    I unfortunately found this out the hard way.
    Spent over 200k ad and wasted power points in the ability.
    I thought it was working and eventually gave up due to my group members never noticing any AP gain or recharge time speed.
    It's hard to be a support player for this amount of time and having to see and read the same issues over and over without arc or any delvs paying attention to such problems.
    All clerics can do is buff and heal, when the little moves we see useful don't work it messes up our only class mechanics, which is support.
    Please fix or at least acknowledge the fact that our dying breed needs help.
