No they're not but that doesn't mean they can't do decent DPS.
The key is to get only selected few Protector feats and go Conqueror all the way to the capstone which is really great for the class.
Than it's mostly all about the gear you have. Preferred bonding on the summoned companion, vorpal, crit based build with Lol set and you're a beast.
GF will NEVER compete in DPS department with pure DPS classes, but it can still be good at taking hits and doing DPS that will both help him keep aggro and kill stuff fast in solo play.

At one point in the past, I put everything I could into damage and still did almost none, as far as how fast a healthy target's health bar goes down. PvP or PvE. Well sure it's possible to do more DPS with some GF build versus another build, but not anything like what any DPS-type class does. Maybe like a wiz on the healing tree compared to an actual cleric specced to heal? But if a guardian is doing more damage at the expense of survival, who's going to tank? Although with current bubble on the paladin, maybe that doesn't matter as much now. Which makes me curious to see how the paladin class gets changed on the XB once Underdark rolls around.
Short answer, if you want to do DPS, don't use a GF.
In pvp you can <font color="orange">HAMSTER</font> people with a dps build, I can kill 75% of people I face with one rotation if you buff up right, I do ok in dungeons, we are burst dps, couple big hits and wait till next round, and normally in dungeon I only have et on is my only offense, but I can keep teams Alive easily even as dps spec, I use indys pvp build with a few tweaks. I love it.
As @walkercat42 said, its primarily a pvp build but you can "compete" for damage in dungeons if you know your first job is to buff the other dps, then muster what you can aswell. Its not in my guide but in pve, when you're not tanking, use ITF, Commander's Strike and Lunging Strike. Hope that helps.
