Ring of the Dread Legion is not salvageable

I searched bug reports for this one, there's a non-specific mention of CW gear not being salvageable in the middle of a bigger thread on general Dread Ring campaign store issues that came up in May, and this particular issue still exists, so I'm writing this separately with the hope of it being looked into and fixed.
My issue is I'm a Control Wizard, and I used the campaign Item Reward 'Recover Thayan Gear' to make a Thayan Artisan Pack. Out of it came a Ring of the Dread Legion that says its salvageable, but the salvage option doesn't appear when I go to the salvage anvil.
