Applicability of Lesser Armor Kit

I have recently discovered leftover Lesser Power Armor Kit that was given for some quest sitting in inventory. It have tried to apply it to dusk or elven armor, but failed for some reason.
Double click changed cursor, but when I click on the armor piece cursor changes back to normal and nothing happens. The kit is still in inventory, and it is not applied to the armor. I have tried both right and left click.
In description of the kit nothing says that it is only applicable to some armor types. So I'm just wonder if kits could be applied to the armor at all. Maybe tooltip should be changed, or kit should be made working.
