Renegade Evoker in collection tab, but not in game?

I think I finally solved the mystery of the Renegade Evoker, he was dropping from Valindra's tower on PC when Valindra's tower was the highest item lvl dungeon to do. He also was dropping as the "thay renegade evoker" at first but was quickly fixed. (not 100% if only on the test server he was thay renegade evoker) Now on PC he does not drop after they revamped the dungeons/put valindra's as a tier 1. I believe we have the same issue and he is not dropping anymore after valindra's was turned into a t1.

The problem is valindra's for xbox one users has always been a t1 so we never had a chance at this renegade evoker.
