My apologies if this is as obvious a question as I think it may be. I am currently level 70 with 72 power points (I was extremely happy to receive one after my first overflow reward). I also have a respec token. Would I be correct in assuming that even though I am level 70 and have spent 70 power points, a respec will essentially "re-lock" the Rank IV option. In other words, despite respecing, I may only have 2 Rank IV powers? Hope that made sense!

The answer, as you suspected, is no.
If you note the unlock for rank 4 is "70 points spent and level 70". When you respec, you start at 0 points spent, so you will have to spend those 70 points before you reach the rank 4 unlock again.
So respec or not, you still only have 2 points to spend on rank 4 powers.
some are very lucky to get point in every level or a few while many others got screwed after 5th or "Still Counting" trying to get a power point several times not getting, and some are mad and sick of it, that RNG of power point isnt very kind.
They might as well accompany it with a message along the lines of, "CONGRATS! You just farmed 1.785 million experience points. Here's 5000 exp towards the next pointless reward. Sucker."
Was fine when you got a extra level a week.. not so good now.

its annoying to be forced into 2 points in things you will never use..
some groups are tired of waiting for my specific class trying to gain a point, and still not getting after 4-5 times just to get in tanking or better heals they need. i had to modify my GF as speed buffer to make my group move faster and deadly but my "DPS" isnt anywhere enough they wants.
Although, I've been lucky and a got a PP on the last 3 out of 4 exp rewards.
