Artifact weapon & refining questions

Hi all, new OP here.

So I've been 70 for about a week now. And received the artifact Elemental Fire weapon set. They're still green level, so have been sitting in my bags while I use Ensorcelled Mulhorand Mace and Shield. I also just completed the Weapons of Water quest to receive the Drowned Longsword and Shield.

How should I go about refining these? Is there a need for both sets? Should I just feed the Elemental into the Drowned? Should I increase the level of the the Elemental set before I feed into the Drowned?

The drowned set I think in almost all cases is better than the original level 70 ones (that you get from the questline and from hitting 70). I would suggest dumping the elemental into the drowned. No point in leveling the elemental up to 15 even to get the double bonus, as you will end up losing out anyways (unless you are very close to 15 I guess).
