Which are the best artifacts can I run with ? for Tank Pally.

Hi everyone,
I'm actually running as an Hunter Ranger and I've just grabbed the Token of Chromatic Storm and the Heart of White Dragon, which makes me thinking to create a fresh Tank Pally. First, are these items good for it ? and if it's the case what are the two others which can be equiped with ? pls.
I'm thinking about Waters of Elah'Zad, Sigil of the Paladin, Sigil of the Devoted, Emblem of Seldarine, Heart of Black Dragon or Wheel of Elements.

As a pally tank you want to hit 8k recovery so you can self sustain bubble without a haste cleric. The armpen helps to increase the damage of Templar's Wrath which in turn increases the amount of temp hp you get from it. Action point gain for the same reason as recovery.
