PVP campaign, +3% black ice boon not working

1) in the pvp campaign, unlock the boon that grants "+3% black ice" from every source
2) go to an black ice node and harvest it
3) you will only get regular rewards 50(60 pvp) / 150 (180 with axe)
expected result:
instead of 180 black ice from an open pvp node, i would expect 180 + 3% = 185,4 black ice.
As it states "from any source" it should work for other black ice sources as well, like biggrin, HE rewards, profession & gateway profession, to name just a few.
Can be reproduced 100% on different accounts.
