Is that action point cleric build/glitch still working or has
it been fixed?

    Read the AP DC bug post.
    I don't have direct experience about it, but as far as I know, it still there and limited to pvp.
    I think that the devs will take some time before fixing it. Currently they have to manage the mod 8 disaster: game client crashes, Demogorgon bugs...and many other things.
