Rite of Renewed Invocation not working

With the Respen event giving a lot of Gifts from the Gods within subquests - I've got quite a few of these Rites of Renewed Invocation in the last few days. Unfortunately, they don't appear to do anything.
I logged in with an hour left in the day, intending to do my final couple of invokes. Did the penultimate one, which gave me a 90 minute cooldown, and then use the Rite. Cooldown remained at 90 minutes and invocation failed. Thought it might have glitched so tried my other one. Same thing.
What are these supposed to do?
