Mithral mine bugged?

So I am trying to advance my Tyranny status and need to do Mithral mines, I got the quest in Common Cause...I havnt done it in over a week easy...my quest sparkles lead me to the quest giver but the quest is not listed, not even greyed out with a timer...I need them sigils...any help?

    I did it once and that guy your speaking of has no quest

    mystery solved....did talk to guy next to Harper and he had the quest...wonder why he didnt have a marker above him...thnks for the feedback
