Quest dialogue bugging out when grouped.

Not sure why this is an issue at this stage of the game but it happens to my friend and I we returned after an extended break. I had 3 max lvl characters back before the new content and never saw issues with quest dialogue locking up and becoming up responsive. After reading the forums the only know work around is to disband in the instance click through the quest then reinvite the party quickly before they are booted. How is something this game breaking not fixed. I only recall once that this happend back at release now its every single instanced quest chain.
