I'm not sure if it is the racial that is broken or if it is the CW Repel that is broken. Honestly repel is the only thing that stands out to me that completely ignores the racial.
Yeah, I figured as much. If you have a spare character slot...no, you'd have to level them all the way to 70. If you have some guildmates or friends that have some leveled dwarves then you could see if they can coordinate a spading effort. The simplest idea I could see in that regard is to get a dwarf and non-dwarf to stand in the same position and have a third person arrange to aggro the apes and orient them so their shouts will hit the test dummies. Then see who goes furthest the most often. One may have to be a little careful on whether or not other forms of control resists are applicable.
Presumably the dragon aoe wing-flap push should also be affected by this racial ability, so there's an idea that doesn't necessarily require a high-level dwarf; just get him to the cemetary and see what happens with Charthraxis. Main issue there will be all of the other aoe's and adds you have to deal with, and the dragon being a reasonably deadly danger to legitimate level 28-ish characters.

As far as I was aware the Dwarven racial bonus has been broken since beta, I run an OP Pally amongst other things and Fomorian knockbacks hit him same as any other class.
As for the AoE dragon wing-flap, I thought that counted as fall damage, if so, the cat augment would prevent more damage but not the knockback.
