VotN - Now only requires you to have 1 Character on the account

So my partner was wandering around PE (still learning the ropes and only level 67), saw Jarlax had the quest symbol above his head and picked it up. Went to Lord Neverember and was able to pick up and enter Vault of the Nine.

Managed to grab a bunch of guildies on alts that all needed the quest and we ran through - partner now has the TR sigil. Only character on the account.

Has this changed? Was this a ninja nerf? Or did someone break Jarlax when he moved to PE?

    Yea just saw this post and wanted to say that i made an alt about a day ago and upon leveling it to around 12 i was able to get the quest that leads into VotN. I abandoned it due to pretty obvious reasons for pre lvl 60-70 char but thought I should at least bring it to attention with someone else ;)
