Enchantments on low level gear

There's a reason we have levels, isn't there? Because you can stick rank 12 enchantments in level 1 gear, which makes no sense.
Of course the main issue here is PVP. Lately I've been playing lower level (i.e. 10-19 etc) PVP and it's being dominated by people with full sets of end game gear, rank 9-12 enchantments, level 60 artifacts. It's absolutely pointless playing when this happens as it doesn't matter how good you are, you can't win against someone with end game gear worth millions of AD.
Since people will continue to stomp in ludicrously excessive gear rather than play fairly, something should be sorted to fix it. One simple solution: reduce the effective rank of any enchantment to 5 in PVP for anyone under level 60.
