New Guild Settings and Sorting Order

Could someone possibly clarify how are the new Guild Settings are supposed to be configured?
E.g. I see a drop-down which allows me to select the playing time but instead of a specific time it gives me a choice of time zones.
So if I want to invite people who play between 10 PM and 2 AM server time do I chose the Pacific, Mountain, Hawaii, etc or what?

Also, what is the sorting order in guild search output?
Is it the oldest guilds first?
I see several chunks of guilds sorted alphabetically and ours (Causal Players) is listed in the bottom chunk but what makes it appear there?
Shouldn't the ordering be somewhat more relevant - e.g. by size, or number of active players online, or by the time the info was updated, or by the time the last player logged in?

    I might be able to give some insight into one. The servers are on the East coast and in EST/EDT, but in game events and such always begin and end on times listed PST/PDT. In game, the on screen time shows local time for each player.

    I know I have to mentally adjust twice a year when the servers go to DST and we don't. I have to remember the 3AM quest/event reset changes to 4AM for me when DST ends for most places in the US as it just did.

    Well, I've read that they've patched some of this Guild Properties UI recently, so hopefully it gets better soon.
