DC stacking crit

Hello. I have thought about it a lot and I have decided to stack crit over power for mostly pvp. Right now I have 11k power and 6k crit. Once I'm done building my girl she should be around 10k crit with a little more power. I am aiming towards 50% crit chance. I was wondering what other people's opinion would be that run a dc. Also, what exectly is shared burdens?

Shared Burdens: Your direct healing spells also heal allies within 20' the target for 4/8/12/16/20% of the original heal.

Can someone dumn this down for me? So if I heal someone with a basin, It then heals the 3rd person that is 20' for 20% of the original heal?

Does that have a chance to crit? And is test of fate able to crit?

    I prefer a power build on my cleric so my heals aren't dependent on chance. Steady consistent heals always with the occasional super Heal.

    I agree with the previous poster about reliability - Crit is great with offense as a 'lucky' crit can shove things along nicely but heals need to work well all the time.

    High power and decent RI and you know what you're getting.
