Elemental reinforcement

If you have elemental reinforcement and chilling control, does sudden storm get 2 bonuses from elemental reinforcement. Since sudden storm applies lightening and cold elements in a single attack.

I have a related question: do any Master of Flame CWs notice the Elemental Reinforcement buff icon showing up for cold & arcane, but NOT for fire (e.g. when casting Fanning the Flame)? I'm wondering whether it's actually applying the 5% it should be when a fire spell is cast, because I've never seen Elemental Reinforcement: Fire show up next to my char's portrait.
