Frequent disconnections and "server not responding" messages

I have been playing for about a year with very few connection problems so far, but recently, about 1 week ago I started to have connection problems all the time, to a point where I am not able to play normally anymore.
When I am able to get in game, which is very uncommon, I can only stay for short spans of time, something around 10-30 minute tops, then the red messaage shows: server not responding, and i get disconnected and back to login screen.
If I try to connect again, i get the following screen for about 30 seconds, then back to login screen.

I don't have any problem to connect to other games, or browsing the net, this problem only occurs when I play Neverwinter.

I live in Paraiba, Brazil, my ISP is GVT

This more than annoying, it's making it impossible to play the game. Is there anything that can be made to fix this?
