Depends on your character, you don't need 3K ilevel to do all PVE content. I have a 2.8 iLevel GWF who can do all PVE content legit. He could do all PVE content legit except eCC when he was 2.5. Better skill player probably could use him better than I was.
I suspect OP is even better (in terms of clearing PVE content with lower ilevel). I can't speak for other class.

I did not buy any R7. I made all my R7 myself (some were even started from r4).
He now has all R8. I made vorpol too. No, his does not reach perfect yet. All are made instead of purchase.
That took a long time but I did not spend a cent.

BUT T1 dungeons DO NOT DROP SALVAGEABLE GEARS, and new player need to pay to get another key.

You guys really dont give a s about new players

Uhh, I really hope you haven't been selling T1 gear for gold or dropping it in your SH coffer - it salvages for 3k (jewelry) to 5k (chest piece) each.

If you don't have VIP, it probably isn't cost-effective to buy dungeon keys (5k AD) for a second run, but if you're lucky the bosses can also drop salvageable blue gear.

Skirmishes don't require a key to open the end chest, so once you have some gear I would definitely run Kessel's Retreat twice a day: I think you always get a blue ring or whatever to salvage for 3k, and a small chance for another one dropped by Kessel himself, as well as the 1800 AD in the chest. I'm not sure about the other lvl 70 skirmishes, since I usually only run KR.

    LOLwut?

Yay, tooltip says "epic gear" - but that tooltip is just an outdateted leftover from Pre-Mod-5-times, which C - like so many other outdated, buggy, and false stuff simply cannot be bothered to fix.

    Alliance gear is salvageable.

Early on, the lantern is probably the best statwise and the waters are probably the most useful, but once you've gotten into the End Game a ways, you'll find it's not really that good. At that point, having the book to spawn an shop when your buddy forgot to get heal kits or runs out of pots in the middle of a DD run is really useful. Since you don't really NEED the extra stats while you're leveling anyway since the whole game is a cakewalk until you get to Spinward Rise, I suggest getting the book. You can earn more artis in PvP or from various drops and by buying them outright... All of them are better than any of the three starters for the most part. Besides - you MUST level a DC up to get the DC Sigil - probably the most useful artifact in the entire game as an active power. A few others are pretty useful, but for me, the DC sigil at epic or better is really hard to beat in either PvP or PvE.

Book (Aurora's Whole Realms Catalogue): ca. 50k AD on the Auction House, Lantern of Revelation ca. 500k AD.

    Grab the Lantern, buy Aurora's.

Don't listen to this kvet guy... ...he seemingly can't think "cost-efficient".

And don't listen to that goldmoon guy, he can't even be bothered to check his erroneous assumptions by trying out, but blares them wronghoods out as absolute truths in CAPS. Or he thinks the pre-Lvl-70s are T1...

Also don't take in-game info as truth. While ca. 50-75% ot this are still ture, and another 10-20% have been corrected or are new enough to nat have been falsified, a significant portion is simply obsolete and/or misleading and/or has never been correct. And "updating" and "correcting" and "dilligence" are not really hallmarks of Cryptic's modus operandi.

That is why one needs to join a good friendly helpful guild.
A good one will give you pointers to tune your feat, teach and carry you to run all dungeons, skirmishes.

    Let's summarize.
Your highest level character is 17. You love the game.
You have very limited time to play.
Even though you currently love the game, you think it may be a good idea to quit now, because in the distant future, you may not enjoy some parts of the game.

Why did you start this discussion? Why not simply play the game until you no longer enjoy it?
Neverwinter is free2play. At any moment, you can stop playing. It costs nothing to start/stop playing.
At any moment, if you decide there is another game which is more fun, then simply stop playing Neverwinter, until that other game is no longer fun, and then return to Neverwinter, if you still wish.
