Maybe someone can help me here (I'll do my best to disguise my laziness to test this as blissful ignorance).
A healing potion has a stated set amount that it is said to heal. If your regen \ incoming healing stat is high(er), does it actually heal for more than the stated amount?
If it does, good, it think it should for (at least) two reasons:
-The rank 12 crying about how little superior health pots heal for would die.
-Toons with high regen would benefit while soloing as well as they do in dungeon runs; when they are usually with a healer. IMHO, regen is (now, mod6) a waste of stat resources; if a health pot worked to heal more with a higher regen stat, my opinion of it would change.
If pots do not consider regen, why not? That's an incoming heal, yes?
Regen as a stat does impact incoming healing though I suspect that potions work on a fixed amount - I could be wrong but that's the kinda rubbish we have to play with
