an additional 8300 armor pen, a lot but still doable. lets consider a common build with 7k armor pen [no sh boon, no armor pen mount] vs a common class for example an hr with his 14% dr + negation. to mitigate that base 14% you need 14/(1-0.64) = 3800 so you are left with 3200 armor pen to counter negation which is 32% armor pen 32*0.36=11.5% negation at full stack is granting 18.5% additional dr. a lot, probably needs adjustaments but far from being unkillable like the op is saying.

your hunter 14%base+30% T negation=44% 40+ from tenacity 84% cap at 80% lets take 60% arp resist so 78,5x 0,6 =47,1 80-47,1 = 33% thats what is left after arp resist
44 x 0,33 = 14,52 44-14,52 = 29,48% thats what is left from soft DR + 40% tenacity 69,48% DR so I reduced T negation 30 x (1-0,33) from 30% to about 20% with 8419 arp 14 x (1-0,33) 9,38%
Or did they change anything else since mod 6 except the fact that negation is affectd by arp? all in all you would deal about 1/3 more damage reducing the DR from 80% down to 69,5% i think
I'm still waiting for someone who says it's useless to trade their Trans Negation for my Trans Barkshield. I'll be waiting a long time.
I used to have Fireburst, which I can tell you is nearly worthless. After some time I went out and got Negation. I don't particularly like it, but there it is. Perhaps you should request a buff to Barkshield.
I hated to get rid of Fireburst--it was the coolest looking enchant, IMO.

So its additive and not multiplikative in mod 7? I am pretty sure the last changes in mod 6 were multiplicative? Meaning 44% x ((1- (0,78x0,4)) And not 44%-78%(x0,4) Mod 6 was a plain unmitagateable DR oft about 40+30% (negation) only penetrated by Mark ,piercing damage , bronzewood and some other stuff But its possible I am wrong
