No longer able to aim Cordon of Arrows (HR)

Oddly just before the most recent update on 10/5/15. I was playing on a Hunter Ranger and suddenly lost the ability to aim before firing the Cordon of Arrows power. I didn't think much of it right away because maybe the server was having issues again or something. But I got on the next day after the patch and still have the same issue.
It does not matter which button I associate the power to it will either 1) fire the power immediately after pressing the associated button or 2) bring up the aiming circle for just long enough to see it and then fire.
I then thought maybe it was something with my wireless controller. So I plugged it in. No change. Maybe then it was just the controller. I plugged in a brand new controller. No change.
I opened a ticket on this and was advised to create a topic here. Please let me know if a video might be handy or I can stream live on twitch if requested.
Edit: I tried Rain of Arrows also since it's basically the same thing. It has the same issue. Just fires or the aiming reticule appears for 1 second and then it fires.
