Exposed Weakness and Gutterborn's Touch

Just a question for you guys: The "ignore an additional x% of your target's armor", does it translate to extra damage if your armor penetration is at 60%? I've read that Wicked Reminder/plaguefire/terror works like that, but want to make sure these two skills also work like that before I re-do my feats.

There is a difference between debuffs and armor pen, the answer is no. That bonus armor pen would be wasted.
G.touch is instead a debuff, it appears as icon on the enemy
