Item level question (combo enhancements)

Noticed an odd thing - if you have a combo gem like cruel or savage, it should give a boost swapping it with similar pairs of gems (it would seem)... For example I have a lvl 7 azure and lvl 7 silver, 230 for defense and deflect. I replace with a pair of lvl 7 cruel, which gives 250 to defense and deflect. Am I wrong in assuming this should at least marginally bump your item lvl?

Your item level should stay the same, but your stats would increase. Swapping Rank 7 for Rank 7 = same level items. The item level for all Rank 7's is 32. It shows right on the tooltip just below the name.
