hindering strike bug?...

Anyone else having a problem with hindering strike? It was working until the last update,... now when I use it, sometimes the graphic for the grasping roots comes up & the target is stunned,... sometimes not. Checked my battle logs. It says the power was used,.. but doesn't give anything for the roots or the stun?... Was a % to hit somehow added in the last update?.... Could just be lag.... but I tried it at the start of an encounter and for some reason,. it didn't have the roots graphics, and the targets kept coming?......

Anyone else seeing this?

    some mobs and bosses are immune to Hindering for some reason I switched to constricting cordon and fox from cont hindering fox

    Yes, it's bugged. When used, it sometimes goes on cooldown without any effect. From my experience it happens when I move a lot/jump a lot. A huge annoyance especially in pvp.
