The promo codes were only sent to certain accounts that match certain criteria (unknown at this time, but possibly accounts that haven't logged on in a specified amount of time, or could have just been random). Not everyone got the promo codes. Generally, that's how they work. They only email promo codes to certain accounts.
My opinions are my own. Hopefully that clarified her response for you.
But it's typically like any other company trying to lure back old customers, or new ones.. ever notice that the best cell phone deals are for "new customers", as an example? It's marketing. Sure, it causes some disgruntled existing customers who have stuck with the company through thick and thin, but for me, at least, it's something that I'm used to because it seems like every company is putting out bigger/better enticements to bring back customers or draw in new ones.

PWE did a similar promotion in Blacklight where they were specifically targeting inactive players. That caused a pretty big outroar but I wouldn't be surprised if they kept at it in other games.
k , funny how i have never once been sent a promotion code yet i have been around since almost the begining, guess loyalty doesnt account for anything, time to go inactive for like FOREVER lmao, thanks for the reply's though
They've done one or two promotions aimed specifically at people who've purchased zen or been loyal customers before...but it's been a really long time.
