Transcendent Lightning Enchantment Question

I've been told the 7% is just a typo and that it actually does 32% damage (single and chains) and then an additional 33% for no chains (so ~65% when there are no chains). Before I invest the RP to get it my to transcendent, can anyone confirm this is the case for xbox users?
