Flail snail and dailies that prevent gaining AP while active

As far as I know, there are some dailies that, while active, prevent you from gaining AP, such as DC's Hallowed Ground or TR'S Lurker's Assault. However, if you use DC's artifact or wear artifact gear that generates AP, you still can fill AP meter. Does the Flail Snail's bonus work the same way or in case of using those dailies it turns into nothing?
