Seed of Air quest bug (Spinward Rise)

One of the prerequisites is that I get two characters past the Level 60 threshold. In game, it is registering that I have 1/2 characters at level 60. But this doesn't make sense as I have 5 characters in total, one at 70 (my CW who is currently on the Seed of Air quest), I have a GF at 62, a SW at 60, a TR at 60, and a HR at 60. So surely I have definitely done this prerequisite?

Any help would be appreciated.

    seed doesnt require multiple 70's or 60's

    you are thinking of vault of nine.
