Powers with charges can be swapped out while recharging

Powers that have multiple charges, or powers that have multiple stage uses (such as vengeance pursuit for a TR, e.g.) can be swapped out when some of the charges or stages are applied. Powers like blade fury for a tr can be spammed to use 3 of the 4 charges and they will still go on cool down in the swapped out stage after 10 seconds but one can use it 3 times quickly and swap out to something else.

I am not absolutely sure that this is a bug, but it seems to me that if powers cannot be swapped out on cool down that that maybe they should not be able to be swapped out while also recharging.
