Tenacious Concealment 4th point makes feature no longer work.

Subject: Tenacious Concealment bug when maxed
Steps to Reproduce: 1. Equip Tenacious concealment as active with only 3 power points in it.
2. Go into stealth around an enemy and allow to drain all the way.
3. When come out of stealth watch when u take damage as ur stealth stop regenerating but does not lose any amount.
4. Put a 4th power point into Tenacious Concealment
5. Repeat steps 2 and 3.
6. Notice you stealth bar will continue to drop to 0 as u take damage even though your using tencious concealment
Bug: Tenacious Concealment no longer works once you put a 4th power point into it.
