Low damage bug CW Master of Flame

After 2X RP and upgrading a bunch of gear, I started paying more attention to the actual numbers for the damage floaters.
On my CW, all of my abilities are consistently showing 35-40% of the toolbar range. Some basic testing (other characters, gear combinations) and this is a consistent outcome. e.g. Disintegrate says 25-30k... hits for 9-11k and crits around 19k.
Dailies and At-Wills similarly affected.

yes , it is true .. i have noticed that one thing is writen in description but when i cast spells on target dummie it does 20-40% less dmg .. i have CW-master of the flame

Same applies to disintegrate for Storm Spell, haven't paid too much attention to others. Disintegrate has always done less than half of what the tooltip says, and crits for almost the lower end of the range.

The tooltips for almost everything in this game are all horrendously wrong. Don't believe any of them, run act, work out what things actually do and then write your own versions of the tooltips
