How to get a Stronghold Farm

So my small guild has built the lumberyard, but trying to figure out where how to build the farm? it says it needs to food vouchers (where do i get those from - aside from buying for zen off the market) and is there a certain place to put it- i think i read millers or something. When i went to these locations it states that i need to upgrade my barracks first?

    The Farm goes on the Millabout plot, just north of the stronghold keep. Not sure why it would be telling you to upgrade the barracks first, as you can't build the barracks before building the farm.
