level 60 itmes you dont get till 70 and skirmish daily that you cant get at 60

I find that in Pvp the boons give you a reward a level 60 shirt and trousers but I never get it till I'm about 70 probably like most so how about you make them level 70?
at level 60 I'm having a problem wit skirmishes on a new character, it says do dread legion and master of the hunt, kessels retreat and shores of turen and I can'tbecause it wont allow me to take the missions at 60 so whats that about and have I missed something or did cryptic overlook this some how?
My old level 60's have these skirmishes but new characters don't

and due to the new, "you have to be lvl 70 to participate in the campaigns" decision, you wont have any skirmishes until 70.
